After maintenance the wheel is (or supposed to be) perfectly
balanced.  Then the wheel bias starts with the first spin onward.

If the wheel is balanced would both halves of the wheel hit equally?
(Better still hit within the correct percentages 0/00=5.25% or 2.7% single zero, 47.36% each half

*Regardless of where you divide the wheel into two parts*

If the wheel is bias then you can take advantage of that and find where the ball hits more.

However, if the wheel is perfectly even. Then you can also take advantage and see where the ball should hit to make the wheel even.
