It's a program to feed other strategies/frameworks.
You can use it to generate random wheels, or to get unique lines to bet for or against.
It's one of those proggies which are an aid to those who require it, but you must have a strategy already in place; the program by itself is just an assistant.
I know it's being appreciated by those making "moving targets" and not betting statically :)
