Do casino cheat?
It seems highly likely that some casinos cheat at least some of the time. Where large sums of money are involved, all bets at Roulette are losing bets (in terms of expectation) for the punter.
Thus the casino needs only to wait and it will take money (on average) from every single punter. Cheating may occur if the casino does not want to wait the relatively short time that this requires.
