betvoyager is fair and minimum stake is 1 c.

definitely BV is fair. I have done testing of various RNGs and found BV to be really random and unbiased. Can't recommend any other now

Randomness of skyvegas 1 penny RNG roulette is also undoubtable. Better software than BV.

TopGame casinos actually have a decent RNG wheel.  (Rome Casino* recommendation)

Even their dedicated review site (topgamecasinos.com) is pissed at the way they treat players' withdrawals, that says a lot!

These casinos are far from being acceptable by any regular player because of delayed payouts.

The question was "Fairest RNG" and I have found TopGame (despite their bad business practices) has an RNG that works well with my Live Wheel systems.

Sorry, Victor didn't mean to sound argumentative :)

Being an American resident it is so hard to find live games online with a reputable casino.
