Some weeks ago I visited Potsdam close to Berlin. 
I noticed that the rules and regulations seem to reduce compulsive gambling and other kind of abuse there.
An example:
In the halls with slot machines alcohol is not allowed.
Now I have read in DER SPIEGEL  No. 46, page 52 (the weekly magazine) that a group of psychology students 
PRETENDED TO BE COMPULSIVE GAMBLERS.
The staff reacted as if they did not care - or even  told the "victims"  how to win.
Compulsive gambling does not seem to be as issue there - or here?
