It's a GENERAL question, and assuming you haven't really studied an individual wheel's physical properties (like dominant diamonds). And it's assuming you had a choice of wheels.

PREFER meaning, if its available. At my crappy casino here, we dont have 0 wheel but I'm voting for it anyways.

The better bet is the 00 wheel in Atlantic City - you only lose 1/2 of your bet on even money bets when the 0 or 00 shows - thus the house edge is only 2.63 as compared to the single 0 euro wheel and it's 2.70 house edge.
It surprises me they do that considering the intention of the double zero.

I have NEVER seen anyone play e/c in my casino. The odd "billy big spuds" may cone out the poker room and lob £50 randomly on red or black for effect in front of all his big spuds mates...but thats rare. It always loses btw lol
