Baiting at this forum should be allowed?

Steve's current policy is that baiting is not be allowed here. What do you all think? Should it be allowed?
The Good: People don't get upset or led on by potentially false, misunderstood or incomplete claims.
The Bad: People are not able to offer hints without being expected to reveal the ins and out of their working method.
I think this is what separates Steve's forum from a lot of others: some allow baiting, but here's it is forbidden:

I'm in favor of the rule, and a way around the rule.
People who want to go around the rule should get a pass.
I would give a pass to anyone who can post an extra ordinary win rate on Steve's machine.
I haven't heard any good excuses why this is not a fair path.
If you want to teach, in many environments, you've got to get credentials. Want to talk about securities or financial planning? Gotta get your Series 7.
Even some religions have pre-requisites to teach about beliefs.
The credentials are to protect the organization backing the teacher, or to protect the public from really stupid advice from rogue teachers.
Mastery in roulette, fortunately, is something verifiable, yes or no. Unlike the realm of beliefs.
If someone is willing to prove some sort of mastery, then they should be allowed to bait, and even to be condescending while baiting, never intending to disclose anything of actual value. Perhaps even there should be some limits. At the very least, if the master is going to be condescending, he MUST give something of value to compensate the "students".
A black cloud that promises rain but doesn't deliver is torture to the parched. If it doesn't deliver, it's just a big black cloud.

I voted for no baiting -- that is, I voted for "disagree" as to whether baiting should be allowed.
Of course, it is difficult to enforce it in a constructive but fair manner because if you enforce the "no baiting"policy across the board, then it will severely stifle most of the conversations and discussions that are the life blood of this forum.
It is truly a difficult-to-resolve practical conundrum for Steve and his moderators.
There's a reasonable amount of tolerance for this kind of rule. Yes you can say how great your system is even if you don't share it. But do it again and again and share nothing with clear and solid value that people can use, then that's baiting. And constantly dangling cryptic and vague clues is also baiting.
In other words mods use their reasonable judgement to decide when someone goes too far.
We try and keep good balance between free speech and no bullshit.

I "hope" this forum was created to unify all like-mineded people that love roulette.
We all had the same goal, when we registered at this or any other roulette releted forum, after years of "guestings".
Now comes the question!
WHY, if somebody reaches our goal,
He is not allowd to help others change the way of thinking?
Why they are not allowd to tell us about their journey?
And the main question, to Steve.
What was your goals when you created this forum?

Even if we are not in contact any more, i will permitt myself a little and simple advice.
Think simpler.
You will find out that all your tests can be summurised with a bunch of simple stats, or a bunch of words.
Big difference when your trying to figure things out yourself and when someone is guiding you!....Very easy words to say when you didnt reach the end of your journey on your OWN

Well, it took Red and Priyanka 3-5 years, so all this advice I regularly get about how simple it is just sounds patronizing...

I had a few. Obviously I have a business interest in it, but also because I love roulette. I didnt create this forum though, it was originally victor. And originally I purchased vlsroulette.com. Its a long story. My forum was rouletteforum.net which did very well, but the software was incapable of dealing with spam and wasnt further supported by the programmer. So I had to close it, then focused on here.
