The HE is depends on many things in this game.
The lowest possible is with one deck, no bet on tie, and go to war every time. In this case it should be 2.42%, and around 3% if you always surrender. With more decks the HE increases.
Betting on tie can give the house over 20% advantage. If there is no tie, both the player and the house have the same chance to win.

I used to play this game a lot on Betvoyager. It's fun for a while, but not as fun as Catch a Wave :)

I often started betting only on tie with the smallest unit, and raised the bet with 1 unit after two losses. Statistically you should see a tie in about every 14 hands, so I won most of the time. But sometimes I had streaks of 40+ hands without a tie. That's when things got scary.
I remember one time I gave up after around 70 hands, and of course I would have hit the tie 5 hands later. That's gambling. :)
