Are you using past spins? Say the last 2-3 spins and you are trying to figure out the average distance between spins by pockets? I think there is something to that in my opinion. It's been my experience is you have dealers that tend to hit in 12-18 numbers range of a wheel.  You have dealers that go side to side( directly across, example dealer has hit 0 and goes to 00,1,27,10 area on American wheel. You have dealers that seem to move forward by one section every spin. Then the most frustrating ones, they are all over the place and can't really can't get get a read.

I personally don’t think it’s because there are different dealers, what you mentioned is correct but the reason isn’t the dealer, its the rotor !

Actually you will find dealer who spin either fast or slow !

But different setting of rotor speed can produce these alteration, if rotor speed accelerated you will get shorter distance, if decelerates, distance will increase

Does the number of pockets on the wheel determine the probability of a number winning?

On a random wheel, yup.
