The Mongoose Progression is apparently detailed in Craig Greiner's book "The Future Gambler".
If you win bet A, one unit, you parlay that bet B 2 units. Lose B2, that series is over. Bet A 1 unit. Win bet B 2 units. win Bet C one unit. Lose bet D two units. Lose, series over. Win, Bet D one unit.

Hopefully by giving some examples of the decisions will clear up the confusion. To answer your questions, every first bet in a series (1a) that is won is parlayed, if the parlay(2b) is lost you go move down one step, also of course if the first bet is lost you also move down as well. You never move back up until you have a successful coup, then you simply start over.
If you lost the first 8 bets you would be down 17, then if you won the next series that started at 5, you'd win 25 units minus the 17 you had lost for a profit of 8. Remember every series is either won at the 1d or the 3f position for a profit of five times your investment on that particular series.
Here are examples of some betting series. A + is a winning bet and - is a losing bet.

+1a -2b (series is over, parlay was lost, move down one step)

Another way it might turn out could be +2a +4b -2c +4c +2d.
Or it could go like this +2a +4b -2c +4c -2d -2e +6f.
Remember that the "b" bet is a parlay and the "c" level bet is a one-stage martingale should the first "c" bet lose. Regardless of what version of the Mongoose you play the progression is not complete until either the "d" bet is won or lost or the "f" bet is won or lost.

The Mongoose brief summary
The object of The Mongoose is to win a coup of 5 units risking only 1 unit. This can be achieved only with a winning coup and you add 1 unit loss to cumulative loss every time whenever you face losing coup
The Mongoose progression combines basically three classic strategies: regular parlay (1-2), single stage Martingale (1-2) and sliding Martingale (1-1-3). This refers as standard Mongoose.
For example a Mongoose winning coup:
WWLWLLWW (+1,+2,-1,+2,-1,-1,+3=5 units won).
The Mongoose is arranged or represented as follows:
regular parlay: 1a, 2b
single stage Martingale: 1c, 2c
sliding Martingale: 1d, 1e, 3f

Interesting method. I'm still trying to decide if it's better than just playing for 3 let-it-rides or parlays. That would result in +7 times your starting unit.
The two series above look wrong because the last bet takes another unit from your bank to win 5 so in fact you would only be up 4.
Have you found this to be a good bet method with any of your systems?

Just to set the record straight my reply #2 is incorrect. The examples A. gave are correct. Here's why:
bet 1a and win = +1 unit
bet 2b and win = +2 units (now we are at +3 total units won and we also have our initial unit back)
bet 1a and lose = +3-1=+2
bet 2c and win = +2+2=+4
bet 1d and lose = +4-1=+3
bet 2e and lose = +3-1=+2
bet 3f and win = +2+3=+5
