I dont think they are afraid of the water per say, THEY THINK they are going to their death, about to die. Thats my view of it. Ken
they are smart enough to realize that a sea or ocean is not the same as a small lake or river. that's why they are afraid. Usually dogs like to jump in small canals or rivers.
Amazing thing about dogs is that they are capable of finding a small thing underwater if you throw it there. They can feel it. Sense of smell and touch.
