Title: If there is bias

If there is a bias, lets say there is a wobble between 3o clock and 6 but the numbers on the rotor where the bias is  at numbers 0 to 4 how would one take advantage of this?

Depending on the rotor, the bias will occur on different numbers depending on rotor speed, and direction.

You would need around 1500-2000 spins for enough data to analyse and even then its not guaranteed. Nothing is. But it is enough to get a reasonable idea of whether or not the bias is legitimate.

Agreed, nothing is guaranteed, but with that many spins, you would be able to get a good enough idea to see if there is a true bias or not. If there is any differential in the in the rotor speed, etc., then you would also likely see it with that many spins.
