Anybody know of any such free software? I would like to test some new ideas of mine when I cannot access the Internet. This software would allow me to do that. Any help would be greatly appreciated. Thanks!

Or u can take sets of random numbers from random.org, in case of american roulette u need
sets of 38 numbers, one must be zero, and one u will rename as 00

or you can use excel.
Use the rand() function.
For european roulette type:
=ROUNDDOWN(RAND()*37,0)
and push f9 to get a new number:)
i was told that excel can make only pseudo RNG. to get real RNG in excel u must first create a text file from random.org
Pseudo RNG means that each time u restart excel u will start with the same set of numbers and the second will be also all the time the same, and so on. I saw it happen by my own eyes. Maybe there is a way around it, i don't know.
I myself don't program, i just saw the results. so what i am saying i can't be 100% positive
