Anything below 2Mbs could cause a problem

Anything below a Grade B or a high Ping/Jitter can cause a problem

that's your problem 0.13mps, and a very high Ping imo


Do a line test, the link is up there ^^^


I would upgrade to IE9 but check with your OS first that its compatible
