Downloading is just the beginning.  Before much commenting, there should probably be some reading, understanding, testing, etc... (unless it's obvious that there's nothing of any real value in the download).

I think that is probably the case.  As for me, I download, read, think (to the best of my ability) then usually delete when I realize that there's nothing of real value in the download.  Maybe that's why they're so readily available for download.
