last 18 numbers not hit

we all know in 18 spins 2 or 3 numbers may repeat

lets says we record the last 18 numbers hit, if there is a repeat we wait until there is 18 unique numbers

once there is 18 unique numbers hit we bet the 18 unit numbers and treat it as a EC bet negative progression

1 unit on each number, then 2 then 4 etc until a hit

the hit should come fast no?

In those sets of spins where you have normal distribution, the hits will come quickly.  What will happen when you only have 6 or 7 repeats?  It gets extremely expensive very quickly.

And....you could say there is an EC that has hit 18 times and has a high SD so play for regression to the mean ie. The opposite.
Does it make more sense to play the "very hot" 18 or play for RTM for the other 19?
