You could well be right, but he was self-excluded and that should mean if WH are doing their jobs

He isnt self excluded though is he if he just went and opened another account. He unexcluded himself.

Its up to him to not go and open another account.

All I'm saying is I thought the casino/bookies had some legal responsibility to uphold the self exclusion.....

Yes they do, have a responsibility. But it's not there responsibility also to start looking for you if you open a second account.
