Imagine there is a place that offers 0.3% back from all your bets (win or lose!) - it exists by the way   How much would the house edge be in this conditions and could we have an edge playing in this conditions?

It's still no help to beat roulette though. There is 0% house edge game, and no one can beat it. Even if the player had 1-2% edge over the house, it would be still very hard to gain profit.
In my opinion it's not the house edge that makes a game hard to beat, but the long series of losses.

Zero is good. I doubt you can find those odds just anywhere. It gives you even more reason to want to play from the comfort of your own home.

I hate sounding like a broken record, although today I feel a little like one, but when I was playing blackjack back in the 1970's, I had a 1.5 - 3 % advantage playing against two decks.  Even more against a single deck and back then, there were plenty of both still available.  Although I was gradually increasing my bankroll, there were constant swings from winning to losing and back to winning.  There were plenty of times when I could have quit and walked away a decent winner, but I was trying to see if I could play blackjack for a living.  There were some pretty scary drawdowns but they always came back into the winners side, except one.  It was a nightmare.  I couldn't get a break.  The drawdown was too big and I lost everything.  Fortunately, I was young and had plenty of energy and life left to rebuild so no tears need to be shed on my behalf.

I just tell you this to emphasize what's being pointed out.  The losing streaks are what will kill you in the end.  Even if you have a stop loss, it's very possible to hit two or three stop losses too close together to stay alive.

That's why we always stress not playing with money you can't afford to lose.

There's no guarantee when you're gambling.

That's why it's a good idea to decide your bankroll.  I suggest 1000 units.  Pick a system or a few systems to play, divide your bankroll into mini bankrolls.  I suggest 5 each 200 unit mini bankrolls.  When you're playing each bankroll, set all money won above your bankroll aside as winnings.  Play each bankroll until you lose it.  After you have lost all 5 bankrolls, you will still have your profits that were won.  Did you do good?  Did you do bad?  Did you decide that gambling isn't for you?  Did you kill 'em and can't wait to continue?

You should have enough info to decide whether you want to go on or give up.
