The Race

Ok, back to the drawing board with this one.

Here, we divide the 3 dozens into their streets (doz 1 = streets 1-4) (doz 2 = streets 5-8) (doz 3 = streets 9-12)

Now wait until one of the dozens has 3 streets hit and then back it to be the first dozen to 'complete' with all 4 streets.
Hence the title, 'The Race'

If another dozen comes from behind and beats it, then start again but raise the stakes by 1 unit. Hopefully, most dozens
with 3 hit streets will win the race!
