Having traveled quite a bit and  found the  2 best pissoirs  with the best view:


#1    Village of Kochel, Bavaria with an outstanding view  of the Alps in the background.


#2  Laughlin, Nevada  at HARRAHS Casino and Resort  with an outstanding view of the Colorado River with the desert landscape of  Arizona  in the background.
