Order of ABC?

I came across this video at Priyanka's Youtube channel - is it discussed anywhere on this forum?

It seems she tracks the order of numbers landing in streets and then eventually begins to bet - starting with 1 number then increasing to 2, and so on.

Unfortunately, she won only on her 2nd number, so we don't get to see much data on how the system works at the betting stage. The only pattern I can see is:
*The selected number is based on attempting to complete a street that has already had hits on it's other 2 numbers.
*The selected number must have 2 other "C"s in the same column, but I cannot be sure this is the correct rule.

That's all I have to go on, so is anyone able to expand on this?
